He revealed that foreign powers are engaging in a wide array of tactics from phishing and hacking to infiltration and recruitment to access confidential research and development projects. These include efforts to place operatives in labs under the guise of academic collaboration.
Such strategies enable hostile states to bypass traditional R&D timelines by capitalizing on work already underway in the West. The speed of acquisition can give major strategic advantages to foreign militaries.
Vigneault stressed that universities must build robust defences around sensitive programs, including both digital security and personnel vetting. He warned that ignoring the threat could lead to serious leaks.
However, he also underscored that security protocols must be implemented in a way that respects researchers’ rights and avoids unfair scrutiny based on ethnicity or background.
